Just make a chain as long as you would like the scarf to be, and then sc every row until it's as wide as you want it. (You could vary every row with a different stitch, say sc 1st row, hdc 2nd, sc 3rd, dc, 4th, sc 5th, hdc 6th, sc 7th to end. You get the picture...)
